Fire Chief
Community Services Department, Orangeville Fire Service
(Full-time position, 35 hours per week)

The Town of Orangeville (“Town”) has an opportunity available for the position of Fire Chief. This is a senior administrative, operational and supervisory position responsible for planning, organizing, co-ordinating and directing all fire suppression, related emergency services, and fire prevention operations and programs for the municipality of Orangeville. The Fire Chief provides leadership, direction and management to the Orangeville Fire Services, which is comprised of both full-time and volunteer fire fighters. This position reports into the General Manager, Community Services, and is accountable to the CAO and Council.
Job Duties:
- Performing the statutory duties of Fire Chief under the Fire Protection and Prevention Act; Acting as an Assistant to the Fire Marshal; Co-ordinating the preparation of the Fire Master Plan and implementing recommendations approved by Council; preparing reports/recommendations and attends Council, community and other public meetings and events as required; making presentations and providing advice/guidance on fire protection, fire prevention, inspections, communications and other fire-related issues and strategies and new or pending legislation and regulatory guidelines.
- Liaising with the Fire Marshal's Office with fire investigations and ensures appropriate reporting and follow-up to incident
- Directing the training of personnel engaged in firefighting, other related emergency services and fire prevention and in the use of related equipment.
- Directing the development and update of Town Fire Prevention and Inspection standards in accordance with the Fire Code, Offices of Ontario Fire Marshals’ directives and technical guidelines, accepted Fire Prevention/Inspection principles and contemporary best practices; participating in Collective Agreement negotiation and manages the collective agreement.
- Responsible for ensuring appropriate policies, standard operating procedures, processes, and accountability is in place department-wide
- Responding to inquiries from and/or liaises with elected officials, internal departments, other governments/agencies, businesses, residents and special interest groups etc. on Town and corporate matters, studies, procedures, financial matters and initiatives.
- Leading and directing the general/financial management and day-to-day administration of Orangeville Fire; Development of annual operating and capital budget preparation and longer-range forecasts for Fire and Rescue Services.
- Overseeing the development and delivery of Fire Prevention and Public Education Programs throughout the community; ensuring special/high risk groups are identified, and programs/measures are in place to promote Fire Safety and Evacuation.
- Co-ordinating the preparation of an Emergency Plan for the Town and Emergency Preparedness training exercises for the Corporate Leadership Team (CLT), in conjunction with County of Dufferin Emergency Services Co-ordinator.
- Developing professional relationships with key stakeholders including other municipalities, professional organizations, and staff (i.e. Dufferin County Emergency Operations Center, Dufferin Fire Chiefs).
Qualifications:
- Minimum post-secondary education College Diploma.
- Degree in Business Administration or Public Administration or equivalent is considered an asset; Diploma in Fire Services Management/Administration is considered an asset.
- The following valid certifications:
- N.F.P.A. 1021 Fire Officer 3 (or greater)
- N.F.P.A. 1041 Fire Service Instructor 2
- N.F.P.A. 1521 Incident Safety Officer
- Incident Command Certification
- N.F.P.A. 1035 Public Information Officer is considered an asset
- Significant demonstrated experience in a senior officer capacity, five (5) to seven (7) years of senior management experience involved with overseeing fire administration; Experience supervising a composite fire service.
- Experience and/or certification with N.F.P.A 1006 Technical Rescue Discipline and experience in Fire Inspections and Code Enforcement is considered an asset.
- Accumulated expertise in change management, project management and business planning.
- Thorough working knowledge of the existing legislative framework related to municipal operations; administers and enforces acts such as the Fire
Protection and Prevention Act, Ontario Fire Code, Provincial Offences Act and Emergency Management and Civil Protection Act. - Strong computer skills including use of FirePro and Microsoft Office programs (Word, Excel, Publisher, and Outlook).
Successful candidates will be required to complete a background check, including but not limited to a Vulnerable Sector Check, in accordance with the duties of this position.
Salary Range: $142,558.60 to $166,773.40, Band 15 on the 2024 Town Pay Grid (currently under review), plus a comprehensive benefits package
