Job Description

The Fire Prevention Officer will be responsible for comprehensive fire prevention including inspection of public and private buildings, enforcement of Codes and regulations, and providing public fire safety education.

Reporting To: Fire Chief

Responsibilities:

  1. Develop and promote fire prevention for all citizens through an annual Public Awareness Campaign, community workshops, presentations to interest groups and stakeholders, school-based and media-based public education programs, and any other means available.
  2. Conduct comprehensive Fire Prevention Inspections of all building classifications and occupancy types and enforce the Ontario Fire Code under the Fire Prevention & Protection Act (FPPA) which will include reporting all inspection findings, writing orders, and making recommendations to improve building and occupancy fire safety.
  3. Assist with fire investigations to gather evidence to determine the origin, cause, and damage estimate.
  4. Review, provide direction and approve fire safety and emergency plans.
  5. Provide training in fire prevention subjects and practices for department staff.
  6. Conduct station tours and distribute fire safety materials to visitors.
  7. Conduct research and prepare documents to give evidence or testify in court under the Fire Protection and Prevention Act.
  8. Provide fire extinguisher use training in private, commercial, industrial and business environments. Prepare lesson plans and curriculum for a variety of groups from classrooms to businesses.
  9. Conduct and observe fire drills to monitor, evaluate, give direction and provide education and clarification on evacuation procedures.
  10. Administer programs such as the Smoke Alarm Program and the TAPP-C program
  11. Follow the standards for Fire Prevention Officers as recommended by the Ontario Fire Marshall.
  12. Participate in the budget process by projecting and maintaining costs associated within program responsibilities and monitor budget expenditures
  13. Maintain current knowledge of legislation, regulations, by-laws and standards and recommend appropriate actions.
  14. Adhere to Municipality of Kincardine policies and procedures.
  15. Perform other duties as assigned by Management.

Education & Experience Requirements:

  • Post-secondary education in Fire Protection or a related field is preferred
  • NFPA 1031 Fire Inspector I and II
  • NFPA 1033 Fire Investigator
  • NFPA 1035 Fire and Life Safety Educator Level I and II
  • Experience working as a Firefighter is considered an asset
  • Experience with Firehouse or FirePro software will be considered an asset
  • Possess Valid Ontario Class G Drivers Licence
  • Valid First Aid Certificate with CPR & AED

Required Knowledge, Skills & Competencies:

  • Strong knowledge and understanding of the Ontario Fire Code and Ontario Building Code and the National Fire Code as related to fire safety in residential, vulnerable occupancies and commercial occupancies
  • Demonstrated skill and ability to work with community partners
  • Strong interpersonal, communication skills and public relations skills with the ability to deal with internal and external stakeholders with tact and discretion
  • Effective problem-solving skills
  • Strong organizational and time management skills
  • Possess good computer skills including the use of Microsoft Office 
  • A demonstrated work history that highlights teamwork and a positive attitude

Employment Information:

  • Permanent, Full-Time Position
  • 35 Hours per Week
  • Non-Union Position
  • Group 10 (Step 1 $ 39.02/hr - Step 5 $ 48.78/hr)
  • Evening and weekend work may be required to attend public events or incidents
