POSITION SUMMARY:

The Captain of Training is responsible for developing, Instructing, updating, and maintaining the training program. Organizing and coordinating the delivery of fire service training. Attends emergency scenes and performs duties of Incident Safety Officer. 

RESPONSIBLE TO:

Fire Chief and/or Deputy Fire Chief 

SUPERVISES:

Under the direction and general supervision of the Fire Chief and Deputy Fire Chief, the Captain of Training conducts in-service training for all classes of Firefighters. 

RESPONSIBLE FOR:

Develops and administers the training program of the Fire Department, maintaining complete records of attendance, training received, subjects taught.

Conduct and/or supervise the conducting of, and/or assists in the conducting of lectures, drills, practices, demonstrations, of various subjects, such as: basic fire prevention measures for suppression Firefighters, first aid/CPR and defibrillation, search and rescue, extrication, forcible entry, salvage, overhaul, overhaul, ventilations, hydraulics, pumper operation, aerial ladder operation, ground ladders, fire streams, hoses and appliances, equipment and apparatus use and maintenance, fire alarm systems, sprinkler and standpipe systems, water supplies, ropes and knots, breathing apparatus, hazardous materials responses, water rescue, radios, communications, mathematics including science and chemistry as applied to the fire service, as well as other related subjects, including, but not limited to, fire suppression techniques and strategies, and officer training.

Maintains complete records of equipment and apparatus used during training periods.

Maintains a complete inventory (including the scheduling and use) of equipment, apparatus, training aids, films, projectors and all other training materials.

Assists in the preparation and conducting of Departmental examinations for all classes of Firefighters.

Develops teaching plans, outlines, training directives and training programs, as required.

Develops new training aids and keeps abreast of changing local conditions, technological changes in fire prevention, fire administration and fire suppression.

Reports to the Fire Chief on results and assessment pertaining to recruit and in- service training.

Visits fire stations and attend fires, to ascertain whether or not the training is conducted and the fires are suppressed in accordance with the training provided.

Trains all fire fighters in the application and use of new apparatus, equipment, procedures and techniques.

Maintains the annual report and estimates of the training section of the Department.

Perform other related duties, such as, but not limited to:

  • Perform monthly, annual and other reports as directed
  • Conduct a driver certification program
  • Maintain liaison with government departments and agencies, other fire departments and associations, such as Ontario Association of Fire Training Instructors
  • Act as a member of the Departmental Officer - Safety Committee
  • Maintain, schedule, provide facilities for, and as otherwise directed, generally have responsibility for all aspects of the training ground

The incumbent must have a thorough working knowledge of the following:

  • Techniques of instruction
  • Strategies, tactics and techniques in fire suppression
  • Operation and maintenance of all Fire Department apparatus and equipment
  • Departmental operating guidelines, rules, and regulations
  • Preparing and presenting lectures, demonstrations, drills, practices, etc.
  • Leading Firefighters and exercising good judgment
  • Drafting lesson plans, drill plans, information and guide sheets
  • NFPA curriculum that is taught to firefighters (NFPA 1001 Level 1 and Level 2)
  • Water distribution system of the City of Thorold
  • Department radio communications
  • Appropriate codes, standards, statutes, by-laws and regulations

POSITION REQUIREMENTS:

ProBoard and/or IFSAC certification in:

  • NFPA 1021 Fire Officer ll
  • NFPA 1041 Fire Instructor ll
  • NFPA 1521 Incident Safety Officer
  • NFPA 472 Hazardous Materials Technician
  • NFPA 1006 Water, Ice and Rope Rescue Technician
  • NFPA 1001 Firefighter Level 2
  • NFPA 1002 Pumping Apparatus Driver Operator

Post-secondary degree or diploma.

Current First Aid and CPR Instructor, or equivalent First Aid and CPR instructor status.

Seven (7) years of service in a composite Fire service in conjunction with two (2)  years of service as a company officer and three years’ experience in training firefighters in a unionized environment.

Possess a valid Class “D” Ontario Driver’s License with “Z” Air Brake endorsement.

Possess strong presentation and communication skills (both oral and written).

Knowledge of modern firefighting practices and techniques.

Possess strong leadership skills along with well-developed analytical, critical thinking, and decision making skills.

Proficient in Windows based operating systems and specifically Microsoft Office Suite with the ability to adapt quickly to applicable software.

Be motivated and self-directed, working with minimal supervision.

The ability to instruct and be certified in NFPA 1006 technical rescue program(s) – Water, Ice and Rope Rescue.

Understanding of and Certified as a Signing Authority (SA) of the Ministry of Transportation DCP program.

All qualifications are to be certified preferred.

CONDITIONS OF EMPLOYMENT:

Required to work under the general supervision of the Fire Chief in an office environment involving mental and visual concentration. Flex-time and evenings will be required to meet the demands of a composite fire service. Work involves physical, mental, emotional and confidential matters relating to the Fire Department and members of the Public. Excellent verbal and written communication skills, including computer literacy is required.
