On October 17, 2022, Fire Marshal Communique 2022-08 provided the fire service with information on the firefighter certification legacy application process. The first legacy window opened on January 1, 2023, and closed on March 31, 2023.

Under O. Reg. 343/22, the Fire Marshal may grant a letter of compliance with the certification standard to firefighters for several fire protection services (Items 1-7 or 9-15) listed in Table 1 of the regulation. Letters of compliance are not available for full NFPA standards or levels that are accredited under International Fire Service Accreditation Congress (IFSAC) or ProBoard. Letters of compliance only apply to the Ontario Seal program that was developed as part of the regulation.

The second legacy application window opened on July 1, 2023, and closes on September 30, 2023. Those who applied in the first window and were unsuccessful can re-apply in the second window. The Office of the Fire Marshal (OFM) will be randomly auditing applications received from each fire department. The fire chief will receive a notification email for those selected for audit and will have 10 business days to submit the training documentation to support the request for a Letter of Compliance.  All of the details on how the legacy process works are included in the enclosed legacy package that was previously distributed.
