The Town of Milton is accepting applications for the position of Division Chief of Fire Prevention within the Milton Fire Department.
 

Job Summary:

Reporting to the Deputy Fire Chief, this senior administrative position assists with planning, promoting and directing the operation of the Fire Prevention Division to contribute to the strategic direction of the Fire Department. It is a specialized technical, investigative and educational position in the enforcement of Municipal, Provincial and Federal fire prevention Bylaws, Regulations and Codes with supervisory requirements. The position involves functional supervision of assigned staff in the inspection of all types of public and private buildings and structures to ensure compliance with fire prevention regulations. This position is involved in informational and educational life safety and fire prevention programs for public, commercial and industrial occupancies.

Summary of Duties:

  • Manages and directs divisional operations and personnel
  • Conducts a Community Risk Assessment, develops a Community Risk Reduction Program
  • Recommend, create and evaluate policies and procedures
  • Performs and reviews administrative activities
  • Develops and/or maintains working relationships
  • Recommend and draft a divisional and program budgets
  • Develops, implements and evaluates fire inspection programs
  • Conducts regular fire safety inspections
  • Coordinates and directs the prosecution of fire safety legislation
  • Evaluates and monitors fire safety plans
  • Develops, implements and evaluates a public information and education strategy and corresponding programs
  • Promotes and supports public information and education
  • Performs public relations
  • Liaises with the Town’s Strategic Communications team
  • Maintains the Milton Fire Department website
  • Leads and directs Fire Investigators
  • Initiates and supports fire and emergency incident scene investigations
  • Conducts fire investigations
  • Demonstrates commitment to personal and professional development
  • Analyzes and evaluates professional development and certifications of division personnel
  • Provides technical support and training for fire department personnel

Minimum Qualifications:

Education 
  • Ontario Secondary School Graduation Diploma
Experience
  • 10 years in a Fire Prevention branch of a municipal fire department
Certifications and Designations
  • NFPA 1031 – FI I, II, NFPA 1033, NFPA 1035 – FLSE I, II
  • Effective Inspections of Commercial Cooking Systems
Other
  • Standard First Aid, CPR and AED
  • DZ driver’s license
  • Proficient in Microsoft Office
  • Extensive knowledge of fire prevention, inspection and investigation methods, procedures, bylaws, codes, acts and related regulations including:
  • Occupational Health and Safety Act (OHSA);
  • Fire Protection and Prevention Act (FPPA);
  • Ontario Fire Code (OFC);
  • Office of the Fire Marshal Guidelines and Fire Marshal’s Directives
  • Electrical Safety Authority (ESA);
  • Technical Standards and Safety Authority (TSSA);
  • Provincial Offences Act;
  • Ontario Building Code Act (OBCA);
  • CSA Group (Canadian Standards Association);
  • Ability to read and interpret building plans and specifications and an extensive knowledge of building construction and associated systems
  • Working knowledge of fire alarm, detection and voice communication systems, sprinkler systems, fire pumps, and other factors related to fire protection
  • Ability to establish and maintain effective working relationships
  • Be resourceful and demonstrate sound judgment
  • Think and act strategically in a political and community service environment
  • Lead, coach, mentor, and support staff
  • Ability to effectively plan and supervise the work of self and others

Additional Preferred Qualifications:

Education
  • Post-Secondary Degree or Diploma
Experience
  • 5 years in each function of Fire Inspector, Fire Investigator, and Public Educator
  • Experience leading and managing a team
Certifications and Designations
  • NFPA 1031 – FI III, NFPA 1035 – PIO
  • NFPA 1021 – FO I, II, III, IV, NFPA 1041 – FI I
  • OBC – General Legal and Fire Protection
  • TAPP-C
  • Natural Resources Canada Fireworks Card Holder
  • Familiarity with FDM records management system

  • Salary Rate: As per the current Collective Agreement (125% of 1st Class FF)
  • 40 hour work week
