The Township of Norwich with a population of 11,001 is one of five rural Townships within the County of Oxford. The Township is currently seeking a self-motivated, highly organized individual for the full-time position of Director of Fire & Protective Services.  This position will report directly to the CAO/Clerk.

  • Effective and efficient leadership in all aspects of service delivery, including emergency management, fire prevention, fire protection, public education, rescue, medical assistance responses and training.
  • Participation in preparation of and administration of annual department capital and operating budgets.
  • Responsible for collecting evidence on By-law violations and enforcing Township By-Laws.
  • Responsible for co-ordination of all emergency planning activities in the Township including assuming the role of Community Emergency Management Coordinator (CEMC) and performing all duties as assigned in the Municipal Emergency Plan.
  • Preparation of administrative and policy reports.
  • Establish and prioritize departmental goals and objectives.
  • Oversee the maintenance, operation and replacement of departmental equipment and vehicles.
  • Propose plans and strategy for long term community emergency services in keeping with Council policy and strategic plans.
  • Certified to NFPA 1021 Fire Officer III, or equivalent
  • Certified to NFPA 1031 Fire Inspector Level 2, or equivalent
  • Certified to NFPA 1041 Fire Instructor Level 2, or equivalent
  • Certified to NFPA 1521 Incident Safety Officer, or equivalent
  • Certified to NFPA 1035 Public Fire Life Safety Educator Level 2, or equivalent
  • Certified to NFPA 1035 Public Information Officer
  • Certified to NFPA 1033 Fire Investigator
  • OFMEM CEMC 300 Level
  • Minimum of five (5) years management experience
  • Possesses a valid Class “DZ” Driver’s Licence
  • Superior ability to lead, motivate and manage a team comprised of 72 volunteer firefighters
  • Knowledge of the Ontario Building Code Act
  • Municipal By-law Enforcement experience an asset
  • Strong organizational, supervisory and time management skills
  • Strong management and team building skills
  • Exemplary communication, public relations, and conflict resolution skills
  • Effective emergency services planning and budgeting skills
  • Exceptional people skills and integrity that will enable you to quickly gain the trust and respect of Council, staff and the community
  • Positive record of working with elected officials, the public and key stakeholders
