Deputy Fire Chief

REPORTS TO:

LOCATION:
Initial Placement - Fire Administration Office (Paris)

Minimum Qualifications:
  • Post-secondary education in Business/Public Administration, Fire Prevention/Protection Technology or a related discipline.
  • NFPA 1001 Firefighter II, NFPA 1021 Company Officer II , NFPA 1031 Fire Inspector, NFPA 1033 Fire Investigator I, NFPA 1041 Fire Instructor I.  Consideration of ability and willingness to obtain each certification within acceptable period.
  • Minimum seven years of experience in the Fire service field, preferably in progressively responsible supervisory positions, having obtained an officers position.
  • Ability to demonstrate thorough knowledge of relevant legislation including but not limited to the Fire Protection and Prevention Act, Ontario Fire Code, Ontario Building Code, Provincial Offences Act and Emergency Management and Civil Protection Act, Occupational Health and Safety Act, Transportation of Dangerous Goods Act, NFPA Standards, etc.
  • Extensive knowledge of fire suppression and prevention principles, techniques and equipment.
  • Knowledge/experience of the principles and practices involved in training personnel.
  • Good knowledge of rescue and first aid procedures (valid AED/CPR First aid).
  • Extensive knowledge of the operation and maintenance of all apparatus and equipment.
  • Knowledge and experience with Incident Command procedures.
  • Proven ability to apply and implement safe work practices.
  • Excellent leadership abilities and capable of promoting harmony, good morale and encouraging team work.
  • Excellent verbal and written communication skills, presentation, public relations, organizational and problem solving skills.
  • Excellent interpersonal, negotiation and dispute resolution skills.
  • Proficient in Windows based software including Microsoft Office Suite; Word, Excel and PowerPoint.
  • Valid DZ driver’s license complete with acceptable driver’s abstract.
  • Valid and acceptable police records check, including vulnerable sector check.
Assets:
  • NFPA 1035 Public Fire and Life Safety Educator I, NFPA 1041 Fire Instructor II.
Duties:
  • Assists the Fire Chief in the administration of the Fire Division and acts for the Fire Chief in his/her absence.
  • Oversight of the Training Officer role, which coordinates, develops, and maintains training activities, training programs and supplies, Emergency equipment inventory and testing.
  • Assists in the review, development and implementation of policies and procedures and/or operational guidelines for the department ensuring compliance with National Fire Protection Association (NFPA) standards and the Occupational Health & Safety Act.
  • In conjunction with the Fire Chief, participates in the recruiting of staff, handles personnel issues, performance appraisals and maintains discipline.
  • Oversight of fire prevention and inspection program, Training Division, and Communication/Dispatch Division.
  • Assists in the preparation of the Fire Division’s budget.
  • Under the general direction of the Fire Chief, supervise the maintenance of buildings, apparatus, equipment and property of the Fire Division.
  • May be required to respond to alarms of emergency and assume command of the scene.
  • Provides administrative and technical advice to the Fire Chief on operational matters and participates in the formulation of policies, procedures and regulations.
  • Respond and work in all types of weather and less than ideal conditions, including hazardous atmospheres.
  • Participation in rotational on call is expected and required.
  • Performs other duties as assigned.

Annual Salary Range: $98,171 to $114,842 (Job Grade 10) 35 hours per week
