MEMORANDUM TO:  Deputy Ministers
SUBJECT:  Deputy Minister Appointments

I am pleased to announce the following appointments:
Tracey Mill becomes Deputy Minister of Natural Resources on an interim basis, effective April 18, 2014, while recruitment of a new Deputy is completed. Tracey is currently the ADM, Provincial Services Division with MNR and I greatly appreciate her taking on these new temporary responsibilities.
Matthew (Matt) Torigian will become Deputy Minister of Community Safety, effective June 9, 2014.
Matt is currently the Chief of the Waterloo Regional Police Service, a position he has held since December 2007.  Matt began his career with the Waterloo Regional Police Service in 1985 and worked extensively in criminal investigations including detectives, drug enforcement and homicide investigations. He also served as a member of the Emergency Response Unit.
Matt is an active member of many provincial, national and international law enforcement agencies and organizations. He was one of the original members of the Ontario Association of Chiefs of Police (OACP) Diversity Committee and is a Past President of the OACP.  Matt is co-chair of the Canadian Association of Chiefs of Police POLIS (Police Information and Statistics) Committee and also participates as a member of the Police Executive Research Forum in Washington D.C.He is a graduate of the FBI National Academy in Quantico, Virginia as well as the FBI National Executive Institute.
Please join me in welcoming Matt to the Ontario Public Service. I know he will be a valuable addition to our Deputy Minister leadership team and can count on your full support.  I would also like to extend sincere thanks to Dan Hefkey for his interim leadership of the ministry while recruitment of the new Deputy was completed.
