Under the direction of the Fire Chief, the Deputy Fire Chief is responsible for the day-to-day management and administration of the Midland Fire Department and Emergency Planning operations in alignment with departmental and corporate strategic direction; key areas of accountability for a composite department include providing leadership to emergency response, training, equipment, vehicle and station maintenance, fire prevention and public education, and emergency planning. The Deputy Fire Chief is responsible for the role of Community Emergency Management Coordinator (CEMC).

Fire and Emergency Planning and Response
The Fire Chief will provide direction and leadership for the administration and operations of the Fire & Emergency Services department, including planning, developing, recommending, and implementing requirements and best practices related to fire prevention, public education, fire suppression, training, and fire investigation.
The Fire Chief will prepare reports and recommendations to Council through the Chief Administrative Officer. The Fire Chief is a member of the Senior Leadership Team; will attend meetings; and will recommend, review, and implement the department’s operating and capital budgets. The Fire Chief will assist in delivering Council’s strategic objectives, as well as the departmental plan to support the vision, goals, and decisions of Council.

Responsibilities:
Reporting to the Fire Chief, the Fire Prevention Officer (FPO) is responsible for all aspects of the Fire Prevention and Public Education activities that include the planning, organizing, coordinating, and conducting inspections, enforcement of Codes, prosecutions where necessary, internal suppression staff training relative to prevention issues, complaint follow-ups and life safety education programs.

In an organization supporting progressive, strategic and responsive management, the Fire Chief reports to the Commissioner of Community Services for administrative items and directly to City Council for all Fire Protection matters.
The Fire Chief will be a senior administrative leader, responsible for directing all aspects of the Windsor Fire & Rescue Services including: planning, organizing, coordinating and directing of fire suppression and rescue, fire prevention, public education, staff training, emergency communication, mechanical repair, radio systems and fire emergency service operations and programs for the City of Windsor.
The Fire Chief will be responsible for the strategic and long-term planning and implementation for the Windsor Fire & Rescue Services Department and is responsible for the development and administration for the City of Windsor Municipal Emergency Response Plan.
